Last updated: 6 Jul 2026Reviewed by Ms. Rubab Nizami, Lead AVSEC Faculty
In short
Aviation security (AVSEC) is the combination of measures, people and equipment that protect civil aviation from acts of unlawful interference such as hijacking and bombing. It became strict worldwide after the attacks of 11 September 2001, and in India it is regulated by BCAS under ICAO Annex 17.

- Goal
- Prevent acts of unlawful interference
What does aviation security protect against?
Aviation security protects passengers, crew, aircraft and airports from acts of unlawful interference — hijacking, bombing, sabotage, seizing an aircraft or attacking an airport. Every screening machine, access pass and reporting rule exists to prevent one of these acts.
Who is responsible for aviation security in India?
In India, BCAS frames and audits the security rules, the CISF provides the armed security and screening at most major airports, and the DGCA separately handles safety. Airlines, airport operators and customs each play a part too.
| Body | Role |
|---|---|
| BCAS | Regulator — makes and audits security rules |
| CISF | Force — guards and screens at airports |
| DGCA | Regulator — aviation safety and airworthiness |
| AAI | Operator — runs airports, issues ID |
Why did aviation security become so strict?
After the 11 September 2001 attacks in the United States, every country tightened aviation security under ICAO Annex 17. Layered screening, hardened cockpit doors, 100% hold-baggage screening and access control all became standard worldwide.
At a glance
- AVSEC = Aviation Security.
- It protects flights from deliberate attacks (unlawful interference).
- In India, BCAS regulates and the CISF secures and screens.
- The global standard is ICAO Annex 17.
